POLICE BEAT 3/29

March 3, 12:50 p.m.

Officers responded to a call about a man who seemed intoxicated in public. Witnesses spotted 57-year-old Kevin Malloy of Escondido, stumbling around Campus Marketplace across the street from CSUSM. Malloy staggered into traffic. Officers took Malloy into custody for his own well-being, so he could sober up, but did not file charges against him. Malloy isn’t affiliated with campus.

March 5, 2:20 a.m.

Joseph Payne, a 28-year-old resident of Vista, was caught weaving between lanes on S. Twin Oaks Valley Road. He ran a red light and officers pulled him over. Payne showed signs of intoxication. He failed a field coordination test administered to him. Police escorted and booked Payne into Vista County Jail, where he submitted a breath sample that resulted in .10, .02 above the legal limit of .08. Payne has no affiliation with CSUSM.

March 6, 2 a.m.

Police observed 23-year-old Jóse Montoya-Vazquez of Encinitas driving southbound on Twin Oaks Valley Road. Montoya-Vazquez drove in a dangerous manner, so officers pulled him over. Officers arrested him under suspicion of a DUI after he failed his field coordination test. He submitted to a blood sample, which does not display immediate levels of intoxication. He bears no affiliation to CSUSM.

March 10, 9:20 p.m.

Officers pulled over a 22-year-old male in Parking Lot F on campus. CSUSM student, Ryan Bouchard of Carlsbad, was caught speeding and ran a red light in front of Craven Road and Campus View Drive. Bouchard gave the impression he was under the influence of alcohol. Officers smelled marijuana coming from the vehicle. Bouchard gave a bad performance on his field coordination test. Officers arrested him for a DUI of alcohol and/or drugs. They also found .5 grams of marijuana on Bouchard. At Vista County Jail, Bouchard submitted to a blood test, which doesn’t display immediate results.

March 12, approximately 11:10 p.m.

Police observed Michael Little, a 34-year-old non-student of CSUSM and resident of Escondido, almost collide with another vehicle and turn into oncoming traffic. Officers immediately pulled Little over and noticed him display signs of drunkenness. He was taken into custody and later submitted to a blood sample with no immediate results.
